North Bay Regional Center is one of 21 Regional Centers for persons with developmental disabilities in California. Started as a grass roots movement, Regional Centers were originally established to assist persons with intellectual disabilities — and their families — in identifying and developing services and programs within their communities that help them lead more independent lives.  Each a non-profit, community-based organization, Regional Centers were established in 1965 under legislation sponsored by Assemblyman Frank Lanterman. The Lanterman Act became effective in 1969 and later expanded the populations served to include persons with intellectual disabilities, cerebral palsy, epilepsy, autism, and other disabling conditions requiring services similar to individuals diagnosed with intellectual disabilities. In 1972, NBRC was incorporated to serve Napa, Sonoma and Solano counties.

North Bay Regional Center provides advocacy, services, support and care coordination to children and adults diagnosed with intellectual and developmental disabilities and their families in Napa, Sonoma and Solano counties.

DEFINITION

Under the supervision of the Director of Administrative Services the Human Resources (HR) Associate performs a variety of basic administrative tasks in the Human Resources and Payroll Department on behalf of the Regional Center.

NATURE OF WORK

This position is expected to operate at a basic level of Human Resources and Payroll and will provide administrative support to the HR/Payroll Department, maintain files in compliance with HR/Payroll documentation and record retention policies, ensure a productive and diverse work environment, and support the HR/Payroll Department in developing, implementing, and monitoring HR/Payroll practices, policies, and procedures in support of NBRC’s mission.

DUTIES AND RESPONSIBILITIES

The individual in this role will focus on administrative tasks within the HR/Payroll Department, including:

  • Act as a first point of contact, providing a positive experience for NBRC staff members and community.
    • Provide proactive support and basic information on HR/Payroll policies and procedures and/or benefits to staff.
    • Ensure timely responses and follow-up on basic HR/Payroll matters, internal and external questions, and requests.
    • Facilitate HR/Payroll responsiveness by promptly referring in-depth questions or issues to the appropriate HR/Payroll staff member.
  • Provide general administration and communication support to the HR/Payroll Department.
    • Prepare memos, reports, and communication to support HR/Payroll programs, policies, and day-to-day work.
    • Perform research; organize information, supplies, and materials.
    • Monitor and distribute HR/Payroll email, mail, and fax correspondence.
    • Assist with logistics for HR/Payroll meetings, conferences, or internal/external events.
  • Maintain files in compliance with HR/Payroll documentation and record retention policies.
    • Perform scanning, filing, and general maintenance of electronic and other HR/Payroll files to meet legal and organizational requirements.
    • Assist with data entry for Human Resources Information System (HRIS) and other HR/Payroll tracking and reporting tools.
    • Initiate remote work agreements and other HR documents, tracking documents through completion of process
    • Generate and maintain all employee Conflict of Interest forms.
    • Actively participate in collection and storage of information for department audits, i.e., independent audit, DDS, Medicaid Waiver, etc.
  • Provide support for new employee hiring and orientation processes.
    • Provide backup support to HR Generalist during New Employee Orientation. Collect and/or supervise the completion of all new employee paperwork.
    • Assist new employees with benefit enrollment and answer basic questions.
    • Ensure all new employee paperwork is appropriately stored in NBRC’s electronic document storage/filing program(s).
  • Provide general administrative support for NBRC’s recruitment efforts.
    • Provide information to prospective job applicants and employees inquiring about status of applications; respond to recruiting-related calls from internal or external sources.
  • Assist with benefits administration.
    • Respond to general questions regarding benefits.
    • Provide general Department support and basic direction to NBRC staff during Open Enrollment periods.
    • Resolve basic benefit issues.
    • Assist in benefit bill audits.
  • Liaise with leadership, third parties, and other NBRC Departments (i.e., Accounting, IT) to support HR/Payroll-related solutions/initiatives.
  • Forward any escalated complaints including, but not limited to, harassment, discrimination, wrongful termination, or grievance to the Director of Administrative Services.
  • Maintain confidentiality of all sensitive records, information, and communication.

MINIMUM EDUCATION AND EXPERIENCE:

  • A High School degree or GED.
  • At least 2 years working in a Human Resources and/or Payroll Department, is strongly preferred.

KNOWLEDGE OF:

  • Confidential administrative experience in a union environment is strongly preferred.
  • Basic knowledge of federal and state employment and payroll law, is strongly preferred.
  • Familiarity with California and Federal leave of absence laws, i.e., California Family Rights Act, Family Medical Leave Act, Paid Family Leave, Pregnancy Disability Leave, Families First Coronavirus Relief Act, Emergency Family Medical Leave, Emergency Paid Sick Leave, etc.
  • HR and Payroll policies and procedures related to NBRC, is preferred.
  • Modern office practices and procedures including standard business correspondence, proper spelling, grammar, and punctuation.
  • Basic business data processing principles and the use of computers and software.
  • Basic accounting, business, personnel, and computer systems/programs.

SPECIAL REQUIREMENTS:

  • Access to reliable transportation, during and after working hours. If using own automobile, provide minimum automobile liability insurance as required by California Law.
  • General knowledge of California-specific human resources and payroll practices and policies.
  • Flexibility in work hours.
  • This position will be based in the office four days/week, however, hybrid work once per week may also be available.
  • With advance notice, this position may require occasional travel within Sonoma, Napa and Solano Counties and may work outside of normal business hours.

A note regarding NBRC’s expectations regarding remote, hybrid, and home-based work…

All employment at NBRC requires face-to-face, in-person interactions with NBRC clients, family members, community, and co-workers. Candidates for employment must live within commute distance to their preferred NBRC office, as well as the geographical location of their assigned clients.  While 100% remote work is not available to NBRC employees, a hybrid work arrangement with a blend of in-office and home-based work may be available for new employees after successfully demonstrating achievement of performance expectations following at least 3 months of in-office work.

Salary

$22.93 – $25.29 per hour with opportunities for 5% increases annually
