New Training: CMS Rules for Home and Community Based Services

In January 2014, the Center for Medicare and Medicaid Services (CMS) issued a long-awaited new regulation defining what is and what is not Home and Community Based Services.

The new rules, which all states must comply with by 2015, set out a broad array of obligations for service-providers to continue to qualify for Medicaid HCBS dollars.

States are responsible for:

  • identifying settings out of compliance,
  •  providing technical assistance to bring them into compliance where feasible and
  • shifting individuals out of non-compliant settings where it is not possible to bring a setting into compliance.

This presentation will discuss the Settings rules, recent guidance from CMS on their implementation and provide an overview of research literature regarding community integration consistent with the priorities of the new regulation. About the trainer:

Ari Ne’eman is the President of the Autistic Self Advocacy Network and the co-founder of the MySupport technology platform. From 2010 to September 2015, he served as one of President Obama’s appointees to the National Council on Disability, where he advised on a wide array of issues, including Medicaid community integration policy, implementation of the Affordable Care Act, disability employment, parenting rights of people with disabilities and many other key topics in disability policy. He currently serves as a member of the National Quality Forum’s Workgroup on Home and Community Based Services Quality Measures and the Department of Labor’s Advisory Committee on Increasing Competitive Integrated Employment of People with Disabilities. He is also a board member of the American Association of People with Disabilities and a former adviser to the American Psychiatric Association’s DSM-5 Neurodevelopmental Disorders Workgroup.

Make Transit More Affordable

The Metropolitan Transportation Commission (MTC), the regional transportation planning agency for the nine-county San Francisco Bay Area, has initiated a study to determine how to make transit more affordable for the Bay Area’s low-income residents.
As part of this effort, they will be conducting focus groups with low-income residents of the Bay Area—both those who ride transit and those who do not—to get their feedback on some potential affordability solutions. See informational flyers here :

New Training: MySupport Plan

MySupport is a new online platform designed to assist people with disabilities to self-direct their own services. Launched in early 2015, the platform helps connect people with disabilities to direct support workers that match their values, then gives both workers and people with disabilities tools to assist with scheduling and uploading timesheets to a Fiscal Intermediary or Supported Living Agency.

This presentation will talk about how people with disabilities and Supported Living Agencies in California are using MySupport to give more choice and control to people with disabilities, consistent with the values of the ADA and the DD Act. Attendees will also learn how to use MySupport to help comply with the new FLSA Overtime rules and other upcoming regulatory requirements on providers. A $10 fee will be accepted at the door- checks made payable to NBRC. 2 CEU’s will be provided for this training.
