Community Resource Development Plan FY 19/20 – NBRC’s Local Priorities

A Community Resource Development Plan (CRDP) is developed by each regional center in California with stakeholder input. This plan will be used to develop new resources for individuals with developmental disabilities living in the community.

NBRC gathered stakeholder input via survey and public meeting and determined the below local priorities for NBRC’s Community Resource Development Plan:

  • Day/Employment Programs for individuals with intense behavioral needs
  • Children’s Residential Services
  • Employment Services
  • Intense Behavioral Services for individuals with Autism
  • Respite for individuals with intense behavioral needs
  • Crisis Services-all ages

NBRC will submit its 2019-20 fiscal year Community Resource Development Plan to the Department of Developmental Services by June 14, 2019.  Once the plan is approved by the Department of Developmental Services, NBRC will publish Requests for Proposals asking service providers to develop new services to meet these priorities.

The 2017 Budget Trailer Bill, Assembly Bill 107, amended The Lanterman Act Section 4418.25 and added Section 4679, authorizing the Department of Developmental Services – when it determines that sufficient funding has been appropriated and reserved for a fiscal year for the Community Placement Plan (CPP) – to allocate the remaining CPP funds to regional centers for purposes of community resource development to address services and supports needs of consumers living in the community.

North Bay Regional Center proposes the ability to negotiate with contracted Speech/Language, Physical, Occupational and Early Intervention Program Therapy Vendors to utilize Speech and Language Pathology Assistance (SLPAs), Physical Therapy Assistants (PTAs) and Occupational Therapy Assistants (OTAs) to provide direct services to the birth to 36 months population in their family homes or Natural Environment (NE).  As we strive to lessen disparity and increase access to Early Start services for all our families, an appropriate network of service providers is crucial, and the use of certified assistants, supervised in a manner required from their respective board, as described in the California Business and Professions Code, will help ameliorate the challenges of securing services for individuals and families.
