National Core Indicators Public Meeting July 6, 2022

Please join North Bay Regional Center (NBRC) at our Board of Director’s meeting on July 6, 2022 at 6 p.m. for a presentation on the National Core Indicator Survey.  These surveys gathered information from individuals served by NBRC and families to see how satisfied they are with the services received.  These surveys also allow the Department of Developmental Services to monitor the performance of California’s developmental disabilities service system and assesses quality and performance among regional centers.

Mental Health Survey

Hello NBRC Community,

CA Service System Survey

NBRC is partnering with the Center for START Services (CSS) at the University of New Hampshire’s Institute on Disability/UCED as part of the expansion of START services in California. Part of this process is to gather input from our community on the current mental health needs for individuals with Intellectual/Developmental Disabilities (IDD) and mental health needs (IDD-MH).  The goal is to determine what services are currently working well in our area and where improvements are needed. This list of questions is intended to learn from you about existing services in your community for people with IDD-MH, including persons with autism. This survey includes services that may be funded by regional centers, county mental health/behavioral services or insurance.

Please rate each question listed using the scale found below and put additional explanations in the space provided.  When responding about service availability in your community, please think about community as the area in which you or the people that you serve can realistically access needed services. At the end of the survey, we welcome you to identify any additional gaps in service effectiveness that you would like us to be aware of.

We are hoping to collect as many responses as possible from individuals working in or using any aspect of the service system (mental health, ID/DD services, education, drug/alcohol treatment, hospitals, justice, etc.), so please take a few minutes to both complete this survey by clicking on the link below, and then to forward this link to as many people within your organization and/or contact list as possible and ask them to complete it and forward it as well.

DDS Directive – Vaccination Mandate

Below please find the latest directive from the Department of Developmental Services which summarizes the 9/28/21 California Department of Public Health Order.  Please pay particular attention to letter (e) below which mandates that all regional center and service provider employees must become vaccinated by November 30, 2021.

The new Public Health Order (PHO) requires full vaccination of the following individuals by November 30, 2021:

  1. All workers that work in Adult and Senior Care Facilities licensed by the California Department of Social Services (Community Care Licensing)
  2. All in-home direct services workers, including registered  home care aides and certified home health aides
  3. All wavier personal care services providers and In Home Support Services (IHSS) providers
  4. All hospice workers who are providing services in home or in a licensed setting
  5. All regional center employees as well as service provider workers, who provide services to a consumer through the regional center to individuals with developmental and intellectual disabilities, except for those workers who only provide services to a consumer with whom they live or who are a family member of the consumer for whom they are providing services.

The PHO states that all workers who are eligible for the live-in and family member exceptions outlined in sections b, c and e above must only provide services to a single household.

Exemptions and Record Keeping

The PHO allows for specified exemptions for religious beliefs or qualified medical reasons.  If a worker is exempted they must be tested weekly for COVID-19 and wear a surgical mask.  If a worker is exempted the employer must retain a record of the exemption and the workers weekly COVID-19 test results.

Employers must retain a record of vaccination for each employee.  Per the PHO record keeping includes: (1) full name and date of birth; (2) vaccine manufacturer; and (3) date of vaccine administration (for first dose and, if applicable, second dose)

One does of a one dose vaccine such as Johnson and Johnson or both doses of a two does vaccine such as Pfizer or Moderna

HCBS Compliance Activities Funding

In recognition that service providers will need to continue taking steps towards modifying their services, the fiscal year 2020-21 enacted budget contains $15 million to fund changes that are necessary for providers to come into compliance with the HCBS rules by March 2023.

2020-21 HCBS Compliance Grant Guidelines have been released and the application period now open. Grant applications are due no later than February 12th,2021. Completed applications should be emailed to:HCBSgrants@nbrc.net

Hello Non-Residential Service Providers,

This communications pertains to non-residential vendors that are providing Alternative Services. This specifically excludes vendors under the following service codes: 096, 109, 113, 896, 900, 902, 904, 905, 910, 915, and 920.

If you have been providing Alternative Services and have billed your monthly averages for the months of September, October and November, this information is for you. If you have continued to provide traditional services only, this does not apply to you.

COVID-19 (Coronavirus) NBRC Service Provider Information

Dear NBRC Service Providers,

We are reaching out to you today to provide general information and guidance from the Centers for Disease Control (CDC), the California Department of Public Health (CDPH) and County Offices of Public Health regarding the Coronavirus Disease 2019 (COVID-19).

NBRC leadership is continually monitoring changes of information about the Coronavirus in all three of our counties. We will continue to reach out to all of you when new information is released that is relevant to NBRC, the people we serve and our vendor community.  The best place to receive current information is from your local county public health department (links page 2), as they have the most recent information in your areas.

If, as a service provider, you suspect an outbreak of COVID-19 in your organization, please contact your local health department immediately and follow their instructions.  Please report a suspected or confirmed outbreak to NBRC and Community Care Licensing, as required by applicable regulations, using a Special Incident Form (SIR) and calling 707-256-1227.  If you have made any changes to your program that may impact client’s services, please let your Quality Assurance Liaison know.  If you are unclear who your Quality Assurance Liaison is, please call: 707-256-5376

The best way to prevent illness is to avoid being exposed to a virus.  However, as a reminder, the CDC recommends everyday preventative actions to help prevent the spread of respiratory diseases:

  • Avoid close contact with people who are sick
  • Avoid touching your eyes, nose and mouth
  • Stay home when you are sick
  • Cover your cough or sneeze with a tissue, then throw the tissue in the trash
  • Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe.
  • Follow CDC’s recommendations for using a facemask:
    • CDC does not recommend that people who are well wear a facemask to protect themselves from respiratory diseases, including COVID-19.
    • Facemasks should be used by people who show symptoms of COVID-19 to help prevent the spread of the disease to others. The use of facemasks is also crucial for health workers and people who are taking care of someone in close settings (at home or in a health care facility).
  • Wash your hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing.
    • If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol. Always wash hands with soap and water if hands are visibly dirty.
