NBRC Expenditure Data Report by Demographics

Per amendment to the Lanterman Act (Section 4519.5 of the Welfare and Institutions Code), all regional centers are required to provide a report of our expenditures across identified demographic groups (e.g., by disability, by age, by race or ethnicity, or by language) and to hold a public meeting with stakeholders regarding the data- dates to be announced in January.

NBRC collaborates with the Department of Developmental Services to prepare this report. We encourage you to keep limitations to this report in mind when reviewing the data.

For example:
• Due to limitations in the statewide Uniform Fiscal System, not all expenditures can be reflected in this report.
• It also does not include authorized expenditures for services which have been provided but have not yet been billed
• This report does not reflect services in Individual/Family Service Plans that are funded by MediCal,  health plans, etc

Lanterman Coalition 10 Campaign

The Lanterman Coalition, consisting of the 19 statewide organizations of the California Developmental Services system, is urging the Brown administration to stop the collapse of our system. While state agencies’ budgets are typically adjusted for cost of living, wage, health and benefits increases, the Department of Developmental Services (DDS) system has been seriously hindered without these budget adjustments. As a result, the sustainability of the state’s system to meet the Lanterman promise to people with developmental disabilities is threatened by insufficient funding. State Restores Some Funding for Kids with Special Needs

Born five weeks premature, 2-year-old Corbin can’t speak as well as other children his age. But the Modesto toddler is improving all the time because of an infant development specialist provided by California’s Early Start program.
Now more infants and toddlers with developmental delays and those at risk of delays will receive those services because of the state Legislature’s recent move to restore funding of the program to 2009 levels. Read more.

Disability Rights CA Urges State to Move SDC Clients to Community

Oakland, CA – On July 25, the California Department of Public Health (DPH) recommended terminating federal certification of the remaining seven Intermediate Care Facility (ICF) units at Sonoma Developmental Center, impacting 166 residents, finding that the facility failed to meet multiple health and safety standards. This follows action in January 2013 when the Department of Developmental Services (DDS) voluntarily withdrew four ICF units at Sonoma from federal certification due to ongoing uncorrected deficiencies. COVID-19 SIR Reporting Requirements

On March 25, 2020 The Department of Developmental Services issued a directive DDS Directive 01032520 – Reporting Incidents Related to COVID-19 in SANDIS with direction to vendors on which incidents related to COVID-19 should be Special Incident Reports (SIR).  Below are the specific incidents that are required to be reported as SIRs:

  • An individual has had direct contact with provider staff who has tested positive for COVID-19;
  • An individual is exhibiting COVID-19 symptoms and has received medical attention at a hospital, emergency room or urgent care clinic due to COVID symptoms;
  • An individual tested positive for COVID-19;
  • An individual death is related to COVID-19, either by confirmed positive COVID-19 testing or by medical diagnosis unconfirmed by testing

Special Incident Report (SIR) Procedures

All Regional Center Vendors and Long Term Care Facilities serving Regional Center consumers are required under the California Code of Regulations  to report Special Incidents involving consumers to the Regional Center within 24 hours of the incident. In addition to reporting requirements outlined in TITLE 17, the Regional Center also has specific reporting requirements for vendors for other types of Special Incidents not listed in regulations.

We require that all Vendors and Long Term Care Facilities:

  •  Notify the North Bay Regional Center Special Incident (SIR) Coordinator via phone  (707-256-1259);
    by fax (707-256-1270); or email (SIR@NBRC.net) of all special incidents within 24 hours of knowledge of the incident.
  •  Submit a written report within 48 hours attn: NBRC SIR Coordinator Fax # (707) 256-1270 or email: SIR@nbrc.net
  • Notify applicable licensing (CCL, DHCS, Public Health, APS, Ombudsman, Police, etc) entity per regulations.
  • Notify responsible person, (i.e., parent, guardian, conservator) per requirements.
  • Submit update to North Bay Regional Center within 30-days, if applicable
